The role of a diplomat has a tremendous impact on foreign policy decision which consequently finds expression through certain means such as communication and technology, with the primary motive of using information and representation as a vital instrument of diplomacy. Diplomacy therefore can be said to be defined â€Å"as the professional management of relations across sovereignty† (Melissen, 1999, p.1). Over time the growth in communication and technology has had major effect on how diplomats carry out their functions and the major roles they play bringing about certain changes from the diplomacy of the Ancient periods to the present day modern diplomacy. However, in examining how the changes in communication and technology has affected the role of the modern diplomat this essay is going to examine the historical context of diplomatic communication, the roles of the modern diplomat, the impact of communication and technology in diplomacy, how certain changes have affected the roles of the modern day diplomat and thereby concluding with certain solutions that would improve the negative effects of communication and technology on the roles of the modern diplomat. THE HISTORICAL CONTEXT OF DIPLOMATIC COMMUNICATION. Diplomatic communications in the past was basically done by non technological means through the use of very obscure methods such as signs, wooden tablets and the use of messengers. According to Melissen the first record of a diplomatic communication was in form of a letter written on a stone which was to be delivered by a messenger who walked 2000 kilometers to perform his roles.(1999,p.3). The use of the messenger symbolized representation of the country in communicating certain issues of foreign policy to the other country making sure that every information was confidential and delivered to the right person with total understanding of its content. During this period the method of delivering letters was one of the most effective ways to carry out diplomatic relations with the messenger as the professional who has the ultimate role of making sure the purpose of the representation is achieved and also responsible for giving his home government feedback on his diplomatic mission. The messenger served as a form of sovereign equality between the countries and was being sent because of certain qualities which he possessed and as the countrys confidant. (Melissen 199 9,p.4) Also elites in the society and men of very high reputations experienced in states affairs were also given roles of negotiating agreements on behalf of their state government. These messengers also had to be resident abroad to constantly perform duties because traveling was very dangerous and often difficult. (Leguey-Feilleux 2009, p.24). At this time there were no good road networks or viable transportation system in other words messengers traveled very long distances to perform roles in very unsafe conditions. Consequently Leguey-Feilleux emphasizes on the fact that, these messengers were been used as a source of contact between their countries and their neighbors playing roles of mediation and were also used to make preparation for court visits, served as agents on temporary and adhoc missions, engaged in crucial debates with other representatives over their governments policies and engaged in information gathering of both internal and external relations (Leguey-Feilleux 2009, p.31-36) Consequently diplomats also submitted protest, presented legal claims for review, made proposals, represented at social functions and tolerated diversity of civilizations (Melissen 1999, p.9) There was also the exchange of objects, drawings and gifts that clearly stated out the diplomatic intentions of the diplomats and the kind of relationship they want to maintain. (Bianca, 2009, No 1). Despite all these roles clearly stated there were some limitations that brought about the need for an improvement on the roles of the diplomat (messenger). Challenges such as animosity in a mission and bad behavior altered communications between states and made some representatives unfriendly with each other. (Eban, 1998, p.27). Governments were also in doubts of the representatives they sent on missions in other words they were not given total authority on certain issues of international politics considerably there was the problem of cultural and language differences which sometimes made missions not so productive and some times the messengers were captured for ransom.(Leguey-Feilleux,2009,p36-40). But with time things began to change especially as country moved from one political era to another and with the creation of improvised means of communication and the lingering evidence of interdependence which is today known as globalization coupled with the conscious growth of technology. Melissen confirms this by emphasizing on the growth of civilization as flourishing diplomatic practice (1999, p.7). According to Leguey-feilleux, the fourteen and the fifteenth century improvement on communications and technology intensified diplomatic practices and sharpened the roles of a diplomat marking the renaissance period the beginning of modern diplomacy which brought about significant diplomatic innovations. This trade activities as to do with knowing about commercial developments, while the consular deals with the major local activities of its host country and political activities are majorly maintaining good political relationships abroad. (Eban 1998, p.33-39) Consequently the roles of the modern diplomat can extend to his family basically on the social aspect and morals of good behavior. Smokers Beware :: Smoking Health Tobacco Essays

Smokers Beware Paul Benko puts on his shirt and tie and begins the 15-minute walk to work. He is going to a job that has become a little bit more enjoyable since May 5, 2003. Benko, a non-smoker, has been happier at work as the manager of Our House East, a small bar on the Northeastern Campus in Boston, given that this bar no longer can allow smoking inside. â€Å"It used to get really smoky inside and was hard to breathe sometimes because it was so busy and everyone was smoking,† Benko said. â€Å"I would have to dry-clean my work clothes every week because all my nice shirts reeked of smoke.† The lack of a specified smoking section also caused this small campus bar to become extremely filled with smoke. â€Å"People used to walk around smoking, talking, and drinking,† Benko said. â€Å"It was gross and people used to burn each other all the time.† According to an Environmental Protection Agency study, nearly 3,000 people die each year from second-hand smoke. Much exposure to second-hand smoke is caused by having a spouse or co-workers who smoke or working in a place where anyone can smoke. The ban was instated to protect those non-smoker lungs and the lungs of children. â€Å"It was decided that people should not have to decide between their health and their jobs,† said Gifford Miller, New York City Council Speaker, when he announced New York City was going smoke free. A study done by the World Health Organization showed workplace exposure to second-hand smoke gave a 17 percent increased chance in developing lung cancer. While this number was not considered statistically significant it is still an unnecessary increase. Each year Massachusetts spends $4.8 million on tobacco prevention, control, and awareness programs, according to the American Lung Association. Besides the smoking ban, the biggest fight against smoking has been the tax rate. Massachusetts state law requires a tax of $1.51 per pack of cigarettes; one of the highest in the United States. Massachusetts is not the first place to fight for smoke-free air. Norway was first place in the world to ban smoking in all public places and Britain is in the process of creating a similar law. In the U.S., California and Delaware already have statewide bans of smoking in all indoor workplaces. Maine bans smoking in restaurants and many other states such as Montana, Arizona, and West Virginia are seeing individual cities and towns go smoke-free.

The Return of Martin Guerre Historian Natalie Zemon Davis wrote an informative novel about the lives of peasants in the sixteenth century. Entitled The Return of Martin Guerre, Davis tells a true story about a law suit against a man claiming to be someone he is not. She familiarizes the reader with peasantry, laws, and moral attitudes of the time. The story begins in 1527 with a family move from the French Basque country to the village of Artigat. There the Daguerre family settled and started a tileworks business; a prosperous business in the sixteenth century. They eventually started businesses in wheat, millet, vines, and sheep. To be accepted in the new town the family had to make some changes such as speaking a different dialect, dropping the 'Da'; from their name thus pronouncing and spelling it 'Guerre,'; and also in style of dress. As for the Guerre women, life in the village of Artigat was a drastic change. No longer could they push ahead of the men to make their offerings at parish mass or go about the church to collect for the vestry. The Guerre's seemed to like their new lives, their family grew, and they became successful in their trade. In 1538 the only son of the Guerre family, Martin, got married to Bertrande de Rols, the beautiful daughter of a well-off family. After much trying they have one son. According to the States Medical Examiner Office, Virginians' are three times more likely to die from a Suicide then a Homicide.The Medical Examiner's Office said that the stress of Unemployment, elationship problems, and the lack to access Mental Health Resources all played a part in the rising Suicide numbers. Suicide can be prevented; most people who commit Suicide do show signs of constant stress and frustration or Depression. Even though the Suicide rate for Caucasians in Virginia are higher than the other races in Virginia, the Suicide rate in Virginia for a Caucasian person rate is only 2. times higher than African American person in Virginia. Suicide is the Leading Cause of Death for Inmates in Custody. In 2009 303 Inmates died due to the action of Suicide. The total Number of Suicides in prison for both Male and Females is 2,894. Sadly the Total number of Suicides for Male Inmates was 2,661, and for Female inmates were 232. Why do Male Inmates commit suicide ore than Female Inmates? There are more male Inmates than Female Inmates. In 2009 the males made up most of the Jail Population, 88% percent of the Jail population was males.Suicide rates in Jail have decreased every year 2008-2011. The Suicide rate went from 49 Deaths per 100,000 to 36 Deaths per 100,000. The male suicide rate was 43 per 100,000 Inmates in custody, and the Female Inmate rate was 12 deaths per 100,000. When being Incarcerated Female Inmates receive more constant therapy and counseling than Male Inmates. Department of Justice Programs2009) When a Female is arrested and charged for a crime, their time to serve and sentence is lenient when compared to Males. During Incarceration Female Inmates receive Educational and Recreation programs. They also are given an opportunity to take Job Training and programs to assist Female Inmates to be better Woman, This as implemented by the U.S Department of Labor. The BOP offers Females Inmates the best Rehabilitation programs possible. Female Inmates apprenticeship programs offer special classes that give Females an opportunity to pick up a Trade. There are up to 40 different Trade programs for Female Inmates. The BOP also has special Mental Health Disorder Programs for Female Inmates. Remember Mental Health In 1994 A sheriff by the Name of Jim Pendegraph made a commitment to improve the treatment Programs for Male Inmates. These programs are supposed to help Male Inmates and address the reason why they are incarcerated.These Programs include Therapeutic, educational and Literacy Programs, While Incarcerated Male Inmates who are eligible may be allowed to receive treatment. This isn't a Law Implemented by the BOP though, this is something a Local Sheriff came up with to better the Community. It is known that while in Prison Females receive more treatment and better opportunities to better themselves than Males. Female Inmates also receive More Therapy for Mental Health Disorders than Males. Because of the advantages that Female Inmates have over Male Inmates this is the reason why Males commit Suicide More than Females.In Society period Males commit Suicide more than Females, because Females get treated more for their Mental Health Disorders that Males. When a Female has a Mental Health Disorder she is m ore likely to report it and attempt to receive Help. 1. When you think about the origins of Religion and Spirituality in American culture, a lot of different ideas, stories or parables come to mind. But one question is hardly ever asked or even thought of. Does American culture have a religion? More to the point, is there a religion that can solely be sourced to origins on American soil? The answer is yes. Both Mormonism and Scientology have roots deeply planted in American culture. However, around 25,000 Americans practice Scientology and an estimated 6.1 Million Americans practice Mormonism. That makes up 1.8% of Americans, in addition to that most Americans don’t recognize Scientology as a real religion and Mormonism falls under the Christianity branch of belief. So what ideas are truly native the country. I believe you must add Native American Spirituality to this argument as a source of religion truly sourced and founded in America as it is still practiced by a vast majority of living Native Americans. But in order to get t o that we must first talk about the origins of Christianity as it stands with Americans today. 2. As it is true that Christianity is the most prevalent religion in America, It is also true that Christianity was brought to this soil with the first settlers. In England you had two choices for worship, The Roman Catholic Church and The Church of England. Both Christian churches, and theses settlers knew nothing but that so it comes to no surprise that those are the two major influences on American religion and spirituality. It should also be noted that those settlers wanted to distance themselves from England’s brand of religion so badly that the First Amendment of the Constitution explicitly lays out the separation of Church and State1. Christianity then splintered off into the various denominations that we have today, yet all of those styles still have the same foundation that can be traced back to Rome or England. Native Americans on the other hand don’t have those same beliefs. While Christianity focuses on a One true Higher Power, Native Americans look more to selection of Spiritual figures known as Deities. 3. This is the case, despite the differences in economy or political situation in the different areas. Many theories have been put forward to explain the persistence of gender divisions in employment, and it has mainly focused on women’s inability to compete on equal terms to men in the labour market. (Cross and Bagilhole, 2002) Men, masculinity and ‘non-traditional work’According to research conducted by Hearn (1992), masculinity has been found to be far from uniform and it is seen not as ‘the essence of men’, but rather as a product of cultural and historical forces. There have been other theories that highlight that man who worked in nontraditional occupations tended to present a less masculine gender-type compared with men in traditional male-dominant occupations (Chusmir, 1990). Judg ing from the entertainment and media scene in Singapore, it seems to further prove what Chusmir (1990) has argued. 0% of make-up artist, hairstylist and fashion designers tend to portray a more feminine persona, moving away from the traditional male masculinity. Some have even been regarded as a ‘fairy godmother’ (David Gan – Asiaone News, 2010). It may be due to the fact that clienteles from these industries are mainly female, thus the feminine persona, and eventually, homosexuality. But these also further clarify the point that Collinson and Hearn (1996) made, that masculinities are ‘socially produced, reproduced and indeed changeable’.There are also arguments that suggests men adopted a ‘transformed’ masculinity in nontraditional occupations such as teaching (Galbraith 1992) and men who reject stereotyped gender roles, and who performed non-traditional work, reported little or no gender role conflict (Luhaorg and Zivian, 1995) Page 2 of 4 BMME1 1142A Transformation of Work (BAFW4), Individual Assignment, 27th June 2012 Kam Yong Kuat (UB: 10038891) Cross and Bagihole (2002) however maintain that masculinity is the shorthand for ‘gender identity’.And therefore, through this study of the various subjects, it looked at ways in which masculinities are defined, ‘transformed’, (re)constructed, and maintained by men working in non-traditional jobs. Findings of the study of masculinity in non-traditional work One of the subject interviewed mention that ‘caring is seen as a predominantly female job because people see carers as being female, and aspects of caring like being empathic and sensitive to people’s needs are seen as something that men can’t do’.This has initiated the subject to challenge traditional ideas of appropriate gender behaviour in the work of a caring job. Another participant also highlighted the need to challenge the traditional culture of getting inv olved in the caring scene, even though he has been introduced to traditional masculine values since young, through the doings of his father and brother. He would be deemed as different from being a ‘real men’ if he would to pursue in caring work.One younger participant also noted that he have received adverse reactions when he mentioned to girls he met during a party, that he was a male nurse. He has to resort to lying about his occupation as women were not interested if he’s a nurse. The vast majority of women will start to question his sexual orientation or start to share their problems with him. These are just a few of the challenges that the participants have shared with regard to their sexuality and masculine identity. Nonetheless, the participants also have their fair share of attempts in challenging the challenges.A male gynaecologist who was also part of the study highlighted that he often felt otherwise when he observed his female counterparts treating f ellow female patients, and thought it was a bit shoddy. And because of that, he strives to ensure that he handles his patients with more tact and effort to ensure that his patients felt comfortable. This has gone down with well with his patients and he has been duly recognised for the efforts. One of the other participants, a male nurse, views his work as a lifelong career, something that he will be doing for the rest of his life.With this attitude and approach, he tend to take the job more seriously and look to strive better than his female counterparts, whom many a times, enters the industry, viewing it just as a second job or something to do until something better comes along. (Re)constructing a different masculinity There are also the few that look to (re)construct a different masculinity, by identifying with their work as being better indications of their true self (Cross and Bagilhole, 2002). The participants see their job as something that genuinely brings out their true natu re as a caring person.One of the male nurse involved in the study commented that he used not be able to express his emotions in public, due to the stereotypical views of the general public. But after joining the nursing industry, it has helped him to better express himself in a more liberating manner. He now has no problem sharing his emotions with people around him. This could also be the reason why based on recent reports, it has shown that more male nurses have been reported to enter the industry (More male nurse entering the industry – Asiaone, Page 3 of 4 BMME1 1142ATransformation of Work (BAFW4), Individual Assignment, 27th June 2012 Kam Yong Kuat (UB: 10038891) 2010). It could also be largely due to that fact that people have grown to understand and empathise that the work one does, is not a direct reflection of your sexual orientation or personality. Conclusion Based on the studies of the various subjects, Simon and Bagilhole (2002) was able to establish that the male s either attempted to maintain a traditional masculinity by distancing themselves from female colleagues, and/or partially (re)constructed a different masculinity by identifying with their non-traditional occupations.The men involved in the study have also shown to be actively maintaining traditional male values, and not challenging their gender identity. When challenged about their masculinity, some of the subjects have maintained themselves as the dominant gender by reformulating the perception of their work as being more men’s work, for example, by denying that a care-taker’s job involves caring only. It has a certain element of planning and management involved that will make the male dominance stands out. Just as how Segal (1999) argued, ‘men have remained the dominant sex by constantly refashioning masculinity’.Through this study, it is apparent that men have been able to successfully maintain their traditional advantages even in female-dominated work places. Even in female-dominated workplaces such as nursing, it does not naturally set the change or biasness in the women’s favour. The men’s behaviour and practices contributes to their dominance in the industry.
